I can't think of a way to measure quality objectively. The nearest achievable proxy for quality is engagement. Unfortunately, as Twitter discovered, what often drives engagement is conflict and hate. So quality ends up being measured by conflict caused and hatred generated, and Mein Kampf becomes 'better' than Shakespeare.
